When Deep Space Nine upgraded to the DS9/NEM uniforms introduced recently in First Contact, the transition was welcome but a bit rough at first; many oddities cropped up and subtle mistakes were made (some not so subtle) as things settled.
As the costume department was almost certainly rushed to a frantic frenzy trying to upgrade an entire series' uniforms between episodes well into the current season, it should come as no surprise that occasionally some corners were cut to save time.
For instance, the Sisko's first vest in Deep Space Nine's episode "Rapture" appeared to be unlined:
